Reason for urgency:
The meeting is urgent and the business cannot be deferred because the programme has reached a critical point and a decision on the implementation date is required in order to finalise the implementation plan and ensure that the planned date can be achieved. Failure to make a swift decision could result in an inability to meet the revised date with associated failure to achieve benefits and would incur further costs. In addition, without approval for the spend we are unable to retain critical resources, whose contracts are due for renewal imminently, that are essential to meet the implementation date.

Explanation of anticipated restriction:
It is not in the public interest to disclose this information because it contains advice, which is subject to legal privilege. The public interest in maintaining the exemption outweighs the public interest in disclosing the content of the report because it permits the decision maker to receive full and frank advice about legal issues without adversely prejudicing the City Council's ability to consider and manage those issues. Disclosure of contract details could prejudice ongoing and future contract negotiations.
