Reason for urgency:
The decision is urgent and cannot be deferred because applying the standard 28 days’ notice would take this decision to the end of December before it could be implemented, at a time where the potential ability to mobilise and deploy sufficient resources would be severely constrained. Additionally, this would reduce the period for which the support is available to citizens in need by 25%. A 28-day notice period would also prevent any free school meals vouchers going out to schools in time for distribution prior to the Christmas break.
