Reason for urgency:
The item could not be included on the 28 Day Notice becaue due to measures put in place to ensure payments were made during Covid restrictions in early 2020, and the implementation of the Oracle fusion system it is only now apparent that this decision needs to be taken in order to ensure timely payments to the BID can be made to allow them to continue to deliver the commitments they have both to staff and project work in the city
