Reason for urgency:
The meeting is urgent and the business cannot be deferred due to the imminent programmed maintenance works and these being coordinated as part of managing the highway network during 2021/22, any further delays would prohibit the works commencing and result in the allocated road space being lost and require rescheduling, this also will result in the existing road conditions and maintenance risks being managed for a longer period.

Explanation of anticipated restriction:
The public interest in maintaining the exemption outweighs the public interest in disclosing the information due to commercial sensitivities and as it could prejudice ongoing and future contract negotiations of the Council, and because not disclosing the information permits the decision maker to receive full and frank advice about legal issues without adversely prejudicing the City Council's ability to consider and manage those issues.
