Reason for urgency:
The meeting is urgent and the business cannot be deferred because notwithstanding that this transaction falls within the remit of an officer delegation, the chief executive has requested that the matter be reported to the Executive Board, citing that greater visibility would be helpful given that this is a demonstration of good partnership working with the Police, secures an additional Police presence in the Meadows area and is a relocation of the council’s Emergency Planning function (EPf). On that basis there is now some urgency to obtain formal approval if we are to meet the target date for completion of 31st march. The relocation to Loxley House of the EPf needs fit out of the new facility to be completed before vacation of the existing can take place and certainty is needed now both to mobilise that relocation process and to dovetail with Police requirements. The December meeting which then leads into the Christmas/New Year break is, unfortunately, leaving things too late.
