Reason for urgency: The item could not be included on the 28 Day Notice because the decision needs to be made in less than 28 days in order to meet the challenging delivery requirements of the programme, including opportunities for capital grant funding submissions in September 2022. The need for support through this programme has been accelerated by the rapidly rising energy costs, which this work will help to mitigate for the public estate.
