This decision will be taken under urgency procedures.

Reason for urgency:
The funding was announced on 29th September 2022 and the first application submission deadline is 18th November 2022. We plan to lead a large consortia for the bid as many LAs do not have the capacity to bid for the funding without support, and the decision needs to be signed off as early as possible In order to collate information from the other LAs well before the deadline.
