Minutes:

Councillor Grocock declared an interest as a Council appointed representative at Nottingham Racecourse, for which DG Cars Limited provide sponsorship and hospitality, which did not preclude him from speaking and voting.

 

Councillor Ali declared an interest as an employee of another taxi company in the city and the holder of a taxi driver’s licence. Whilst Councillor Ali remained in the room during consideration of the item, he took no part in the discussion or vote.

The Committee considered a report of the Corporate Director of Communities regarding an application by DG Cars Limited to depart from the approved City Council advertising policy for hackney carriage and private hire vehicles.

 

Mr Pole attended the meeting and explained to the Committee the reason for introduction of electric vehicles to the DG Cars fleet and the rationale behind the style of livery proposed for those vehicles. During discussions with the Committee, Mr Pole indicated his agreement to reposition the ‘silent, clean, electric, green’ images onto the rear side door, incorporate the DG company details and telephone number on the front side door and to retain the words ‘advance bookings only’. He indicated, however, that he would wish to retain the leaf emblem on the bonnet and the advert on the rear screen of the vehicle.

 

RESOLVED to

 

(1)  in principle, grant a departure from the approved City Council advertising policy for hackney carriage and private hire vehicles;

 

(2)  authorise the Licensing Manager to determine the final details of the livery to be used on any electric vehicles operated by DG Cars Limited, but this to include as a minimum:

 

(i)  repositioning of the four ‘silent, clean, electric, green’ images from the front door to the back door of the vehicles;

 

(ii)  inclusion of the company name and a contact telephone number on the front door of the vehicles and retention of the words ‘advanced bookings only’ (to reflect items 10 and 11 of the Council’s policy);

 

(iii)  rear advertising to contain the words ‘advanced bookings only’;

 

There should, however, be re-consideration of the ‘leaf’ emblem to be used on the bonnet of the vehicles and, if it was to be included, it’s size and whether it should contain a number (there was concern that the use of this emblem and numbers could potentially detract from the licence plate number).
