The Committee considered a report of the Director of Community Protection regarding an application for the renewal of a Sex Establishment Licence for the premises known as Delta Love Productions, 147 Radford Road, Hyson Green, Nottingham, NG7 5EH.

 

Robert and David Gleedwood accepted the Committee’s invitation to attend the meeting, summarised the history of the premises, and were available to answer questions.

 

RESOLVED to grant the renewal of the Sex Establishment Licence for the premises known as Delta love Productions, 147 Radford Road, Hyson Green, Nottingham, NG7 5EH, subject to the Council’s standard conditions of licence.

Max Lines (General Manager - Manchester and Sheffield), Andrew Byrne (Head of Public Policy, UK) and Matthew Wilson (Legal Head, UK) accepted the Committee’s invitation to attend the meeting.

 

An indication had been given to the Chair that a representative of CAUTION (Campaign Against Unlawful Taxis In Our Nation) intended to record the meeting in respect of this item. The representatives from Uber Britannia Ltd indicated that they did not wish to be recorded and that confidential business information might be disclosed during their presentation.  The law around recording was clarified and it was explained that other than when the Committee excluded the public, recording could not be prevented. Whilst there was a power to exclude the public if the business affairs of a body were being discussed that was subject to a public interest test. The Committee would be concerned about how the applicant proposed to operate in accordance with UK law and the Council’s requirements, rather than , for example in relation to the company’s finances and the applicant was asked to bear that in mind when framing their presentation. The Chair confirmed that the Committee had read the report and annexed documentation.

 

The Committee considered a report of the Director of Community Protection regarding an application by UBER Britannia Limited, City Gate East, Toll House Hill, Nottingham, NG1 5FS, for a Private Hire Operators licence. The Chair also confirmed receipt of letters from CAUTION and Nottingham Licensed Taxi Owners and Drivers Association but indicated that there was no public right of objection to such applications.

 

The representatives from Uber Britannia Ltd summarised the history of the company and the working processes for a taxi company operating purely via an ‘app’. They also responded to extensive questioning by Councillors.

 

RESOLVED

 

(1)  to grant a Private Hire Operators licence to UBER Britannia Limited, City Gate East, Toll House Hill, Nottingham, NG1 5FS, subject to the Council’s standard conditions;

 

(2)  to include the following additional condition on the licence;

 

  ‘The operator shall provide contact details for a keyholder or keyholders to their premises. A keyholder is to be contactable at all times to answer queries from, and provide access to, records to authorised officers of Nottingham City Council and/or any officer of the Police’;

 

(3)  that the Licensing Manager agree the final design of the UBER vehicle side panels under her existing delegated powers.
