Nottingham City Council and Leicestershire
County Council have a shared service partnership agreement in place
for human resources, payroll, recruitment and finance transactional
services. The East Midlands Shared Services Joint Committee (EMSS)
oversees the strategic direction of the partnership and ensures the
effective delivery of the shared service functions, including
financial performance.
The Committee is made
up of four Executive councillors, with two from each
Council. It meets four times each year and its meetings are open to
the public.
