Minute as amended at the meeting of 10 November 2014.

 

The Committee confirmed the minutes of the meeting held on 2 June 2014 as a correct record subject to the following amendments:

 

Community representatives and citizens present:

Anthony Hamilton should read Andrew Hamilton

Trina Marshall was not present at the meeting

Rob Kirkwood (Friends of Wollaton Park) was present at the meeting

Lynne Dilks (North Wollaton Residents Association) was present at the meeting.

 

The amended minutes were signed by the Chair.

 

The community representative from Wollaton Historical and Conservation Society challenged the accuracy of the minutes as they did not reflect his opposition to the Bramcote Lane Traffic Calming scheme. The Governance Officer in attendance clarified that resolutions are only made by voting members of the Committee and the views of others recorded in the preamble to the resolution.


The community representative reiterated that the minutes should reflect his opposition to the scheme and challenged whether formal consultation for the scheme had obtained a majority of support. The Chair confirmed sight of the analysis for both the informal and formal consultation process outlining overall majority support for the traffic calming scheme. Following a brief adjournment, the meeting resumed with a statement from the Chair requesting that the meeting proceed to enable all present to consider the remaining items of business. This was agreed.

Paul Howard and Lynn Standen, Tenancy and Estate Managers, introduced the Chief Executive of Nottingham City Homes (NCH) report updating the Committee on NCH performance on the following key themes:

 

·  Capital Programme and major works;

·  area regeneration and environmental issues;

·  key messages from the Tenant and Leasehold Congress;

·  tenants and residents associations updates;

·  area performance figures.

 

In response to questions from the Committee and others in attendance Paul Howard and Lynn Standen confirmed that there are no policies to sell or decommission properties in Wollaton West ward.

 

RESOLVED to note the NCH update reports.

Report of Director of Neighbourhood Services

Minutes:

Pauline Dorey, Neighbourhood Development Officer, introduced the Strategic Director for Commercial and Neighbourhood Services’ report detailing the process for appointing community representatives as required by the Terms of Reference for the Role of Area Committee Community Representatives.

 

Pauline and John Marsh, Locality Manager, clarified the role, criteria and process for selection of representatives and a list of the representatives was circulated at the meeting. In response to questions from the Committee and others in attendance they also clarified that representatives must live in the area covered by the area committee.

 

Some of those in attendance queried whether all nominations were received.

(1)   note the proposed appointments of Area Committee Community Representatives from the Wollaton West, Wollaton East and Lenton Abbey wards to the Area Committee for the 2014/15 municipal year:

ITEMS FROM COMMUNITY REPRESENTATIVES

Minutes:

The following items were raised by community representatives and responded to:

 

(a)   Pauline Peck, Wollaton Park, Community Association, asked when Middleton Boulevard would be tidied up, especially the grass, which needs to be cut;

 

John Marsh pointed out that there were problems with getting access to the grass with a mower but offered to find out more about the issue;

 

(b)   Lynne Dilks asked about the policy for weed clearance and others in attendance asked about the frequency of weed clearance, particularly on Derby Road;

 

John Marsh explained that weeds were cleared 7 times per year and weed treatment applied 3 times a year on City Council maintained roads. Weeds are treated once a year on Derby Road which is maintained by the Highways Agency;

 

(c)  Members and others in attendance at the committee noted that Martin Parker, who previously clerked this committee had moved on and expressed their appreciation of his contribution to the committee.

 

RESOLVED to

 

(1)  request that John Marsh, Locality Manager, follows up concerns about cutting the grass on Middleton Boulevard and clearing the weeds on Derby Road;

 

(2)  thank Martin Parker for his contribution to the committee.

John Marsh, Locality Manager, introduced the Strategic Director for Commercial and Neighbourhood Services’ report providing updates for each ward on key issues and themes which link to local priorities and the strategic themes in the Nottingham Plan 2020.

 

The Committee and others in attendance made the following comments:

 

(a)  dog fouling has increased in some areas – this should be reported by telephone on 0115 9152000 or by email to john.marsh@nottinghamcity.gov.uk;

 

(b)  any information that can be provided in relation to graffiti can also be reported as above.

 

RESOLVED to note the ward performance reports.
