Liaqat was born in Azad Jammu Kashmir and moved to Nottingham aged 12. Liaqat has been living and working in the Hyson Green and Arboretum area for over 40 years. Liaqat has previously been the governor for Mellish and Bentick Primary Schools and was the councillor for the Radford and Park ward from 2011 till 2019. Recently, Liaqat has been volunteering regularly at local food bank Himmah and has been working to ensure the cleanliness of his ward with Nottingham Clean Champions.
